Results-based decentralized planning and implementation

The Ministry of Community Development is implementing a project designed with the objective to encourage rural communities, in partnership with Local Government Authorities, to plan, implement and maintain their priority social and economic investments.
The project targets 88 wards and approximately 600 villages in the six rural Local Government Areas (LGAs) of The Gambia, and benefits a population estimated at 435,000 people, which is about 50 percent of rural population.

The OCL group supported the capacity-building of Master Trainers and extension officers in integrating a results based, participatory approach into the decentralized planning and implementation process. Concrete tools and processes were practiced through action learning. The process not only enhance role clarification, leadership and collaboration but also brought concrete results as villages developed plans and funding was able to flow in financing the plans. This further enhanced political and donor sponsorship.

Hand-washing behavior change project


The Hand-washing behavior change project is financed by the Gates Foundation and executed by the World Bank through a global project in four countries. Support to the project focuses on developing and implementing learning strategies, facilitating global learning meetings and knowledge exchanges and strategically positioning the initiative for sustainable partnerships. The role of public-private partnerships and learning about large-scale behavior change programs through evidence-based learning has been key. Total sanitation and sanitation marketing project (TSSM)


The TSSM project is financed by the Gates Foundation and executed by the World Bank through a global project in four countries. Support to the project focuses on developing and implementing learning strategies, facilitating global learning meetings and knowledge exchanges and strategically positioning the initiative for sustainable partnerships. The role of public-private partnerships and learning about large-scale behavior change programs through evidence-based learning has been key. India
Decentralization strengthening project

The project is supported by the World Bank and includes a number of States such as Karnataka and Bihar. OCL works with the Government of India, the World Bank team and local capacity-building organizations by managing the capacity-building component of the project. A training on results-based planning and implementation and identification of local institutions and trainers as well as key political and administrative supporters has taken place as well as a detailed roadmap and work-plan for the next year. The goal is to strengthen all levels of the State system to enable communities to increasingly engage in decision-making, have access to and control over information, resources and support in improving their well-being. OCL has designed, facilitated and taught in programs for World Bank team leaders, managers and bank clients. Program designed has ranged from 1 day to 2 year programs and has included: Adaptive leadership, leading for results, Communication Skills, Self-Mastery, Team Development. ONGOING



Sierra Leone
Strengthening and re-building post-conflict

Having emerged from years of civil war, Sierra Leone needed to rebuild civic, political and administrative organizations and processes, from political parties, to city and rural governments to press and NGOs within a process of rehabilitation and reconciliation. Through very focused results-based processes as well as institutional support to government offices, the process of rebuilding citizens' trust in their elected officials and in themselves as well as providing basic services and infrastructure was started and enhanced. Support to this complex process was provided over the course of 4 years, including coaching, facilitation, training, process consultation, technical advice and development of learning strategies. The process resulted in the development and adaptation of concrete tools and capacity building of local resources as well as the starting and enhancement of services, infrastructure development, strategy development and roadmaps for the decentralization process. Clients included the Government of Sierra Leone and the World Bank team.

OCL has been training managers and leaders in coaching skills at the NeighborWorks America Training Institute. It has been one of the most sought after trainings in their program. NeighborWorks America creates opportunities for people to live in affordable homes, improve their lives and strengthen their communities. ONGOING



Chile and Mexico
Strengthening decentralization and participatory government

Through the assistance of the World Bank, the governments of Chile and Mexico and their citizens are devolving functions and resources to local communities, cities and governments. Key aspects included use of financial instruments to shape sector reforms, implementation of studies through involvement of all sectors of society, using results-based planning to define roles and processes of devolution and collaboration and partnerships between sectors, government and non-governmental organizations. Support was provided through workshops, facilitation of learning between partners during in-country engagements, coaching of leaders and teams, strengthening stakeholder alliances and World Bank teams and creating internal MoUs between management and implementation teams (formal authority and informal leaders).



Guatemala
Learning about infrastructure support to Guatemala

In order to identify support to infrastructure development in Guatemala, the World Bank team, consisting of multi-sectoral experts, embarked on a learning journey which consisted of joint in country trips jointly with government partners, team workshops and presentation of conclusions to decision makers. Shaping the development of recommendations through a learning strategy and process was an innovative approach resulting in new insights, instruments and processes.



Tunesia
Collaboration in Middle East and North Africa Region (MNA)


The World Bank unit responsible for Social Development in the MNA region faced the challenges of changing leaders, changing client realities and changing role of their unit, agenda and organization. Support included preparing, designing and facilitating various retreats, including the management team and all staff coming together in Tunesia. The concepts of adaptive leadership and results-based meetings were used to move the group to decisions about budgets, agendas and positioning towards internal management and clients.



Virginia Beach
"Leading with Integrity": a six month program designed for the Virginia Beach
Police Department, which combined theory with practice.


The OCL Group worked with 20 senior officers of the VBPD for two days each month to build their capacity to support a culture of integrity. The program combined the study of leaders' roles and responsibilities with hands-on learning. Participants developed competencies to coach one another as a follow-up to their 360 degree evaluations and they completed the program with group projects, in which they tackled their own tough problems, like redesigning the performance evaluations of the city's employees.



Brussels
Youth Anti-Corruption Network


Network of activists, journalists and musicians coming together to form an international network that support anti-corruption activities in over 30 countries. The World Bank Institute convened and helped launch the network. OCL supported WBI in designing and facilitating the events in order to creating joint projects, learning platforms and ignite regional activities. OCL provided leadership competencies and frameworks to support the initiatives of activists moving forward. ONGOING

Leadership in Action Program (LAP)

OCL supported design and facilitation of a public-private partnership to address issues of recidivism in Marian County Indiana in partnership with the Annie E. Casey Foundation. A core aspect is to build leadership capacity and competencies in sustaining the work through a results-based process. ONGOING

Casey Foundation's Children and Family Fellows Program

OCL supported the Annie E. Casey Foundation in designing and facilitating a 2-year senior leadership development program. These leaders come from public, private and NGO sectors whose commitment is improving the wellbeing of children and families in the USA. A core aspects of the approach is results based leadership.
