Jolie Bain Pillsbury
Dr. Pillsbury, President of Sherbrooke Consulting, Inc., works with local, state, and federal governments, foundations and other non-profit organizations to design and implement strategies to enable organizations and communities to achieve their desired results. She has thirty-six years of experience in the public and private sectors, where she has served as both a consultant and a manager. She has been a consultant for nineteen years, the last sixteen with Sherbrooke Consulting.

Dr. Pillsbury is the author of Results Based Facilitation™ - currently a workbook, soon to be a book. She is a co-founder of the RBF Network. She is the program designer and Director of Capacity Building for the Leadership In Action Program at the University of Maryland sponsored by the Annie E. Casey Foundation. She serves as faculty for the Children and Family Fellowship of the Annie E. Casey Foundation. As a developer and practitioner of Results Based Leadership she has authored the Theory of Aligned Contributions, which serves as the foundation for research to continuously improve the effectiveness of results based leadership practice. She is presently a Senior Fellow of the James MacGregor Burns Academy of Leadership at the University of Maryland. She has designed and implemented over a dozen leadership development programs focused on increasing the capacity of leaders to contribute to the measurable improvement of results.

Dr. Pillsbury has worked with executive teams in many organizations to help them define their mission, vision and values. Using this framework, she has then helped them craft strategic plans for implementing their results. The process she uses is highly participatory and vests the ownership of the results in the hands of the participants.

She has served as a as a consultant and facilitator for more than a dozen national, regional and local foundations, a dozen federal departments and agencies ranging from the Social Security Administration to the Environmental Protection Agency, and many not-for-profit organizations of all sizes in all regions of the country. She has worked with state and local governments in over forty states.

Dr. Pillsbury has written in the areas of results accountability, leadership development, collaboration and partnership building, strategic thinking and acting for results, organizational change, public sector implementation strategies, case management, error reduction, labor relations, purchase-of-service methodologies, information system design, planning, and evaluation research.

Her experience includes ten years in the Massachusetts Department of Public Welfare. Her last position there was as Deputy Commissioner. She spent three years in the Texas Department of Public Welfare as a planner for new programs and information systems support. In addition, she worked for three years as an IBM management consultant to state and local governments on strategic planning, integration of services and use of information technology to achieve organizational change.

She received her Ph.D. from the Heller School of Social Welfare and Policy Analysis at Brandeis University, a Master of Science of Social Work and a Bachelor of Arts degree in philosophy and psychology from the University of Texas. She is a qualified Results Based Facilitation Coach and certified in MBTI.
